Care minutes are measured at two levels, and passing one while failing the other still counts as a miss:
The sector-wide picture makes the point: across 2024–25, only 44–54% of services met both their total-care-minute and RN-minute targets. Meeting one is common; meeting both is where most homes fall short — and the RN line is usually the reason.
An unfilled or late-filled RN shift removes RN minutes that day and, in a small home, can move you below target for the whole period. In January 2026, complete 24/7 RN coverage sat at 93.25% in Victoria but fell to 89.08% in medium rural towns, 77.70% in small rural towns and 82.12% in government homes. If your facility is rural or government-run, RN minutes are your highest-risk measure and deserve their own line on the board report.
From April 2026, metropolitan non-specialised homes receive the full care-minutes supplement only if they meet their care-minute targets. At the same time the redesigned Staffing Star Rating reflects total and RN care-minute performance directly. In practical terms, the shifts you fail to fill now feed straight into both your supplement and your public rating — measurement and coverage are the same conversation.
